Q&A: IT IS MORE LIKELY THAN NOT

ところで英文法の件で少々お教え願えませんか?
「・・・whether it is more likely than not that a tax position・・・」の“it is more likely than not that・・・”って、“it is NOT more likely than that・・・”と、考えても宜しいんでしょうか?この方がしっくりきます。
実は、CPA勉強で初めて“more likely than not that・・・”という構文に出会って、理解できず面食らってました

MORE LIKELY THAN NOT is an expression that sounds, at times, difficult to Japanese learners of English.
The point is that the term THAN is not a PREPOSITION, but a CONJUNCTION.
そう、THANが接続詞であることを意識すると、わかりやすくなります。
a) Tom loves Mary more than me.
b) Tom loves Mary more than I.
a) 、b) 正しいのはどちらでしょうか?
実は、どちらも正しいのです。
a) Tom loves Mary more than me.
トムは、私のことよりも、メアリーのほうを愛している。
Tom loves Mary more than (Tom loves) me.
b) Tom loves Mary more than I.
私よりも、トムの方がメアリーのことを愛している。
Tom loves Mary more than I (love Mary).
つまり、than は、後ろに「節」(= 主語+動詞・・・・)が続く「接続詞」なんです。
becauseとか、whenと同じですね。
こうした副詞節の中身は、主節(本体の文)と同じ表現、もしくは推察できるような部分、については省略することがよくあります。
When asked about her profession, she said she was a doctor.
職業を聞かれた彼女は、医者であると答えた。
これも、she wasが省略されているんですね。
When (she was) asked about her profession, she said she was a doctor.
このように、副詞節の中が言葉足らずのときは、何が省略されているかを考えるのがポイントなのです。
で、thanも接続詞でした。
同じように、 A is more likely than not. を考えると、
A is more likely than (A is) not (likely).
つまり、A is likely と、A is not likelyを比べると、前者の方が程度が高い、ということを言っているんですね。
A is likely > A is not likely
= A is more likely than not.
だから、あえてぎこちない訳をすると、「Aがなさそうなのと、Aがありそうなのを比べると、Aがありそうなほうが程度が高い」となります。nn的に訳すと、「ありそうかなさそうかと言われたら、ありそうな感じ。」、ってな感じです。
一方で、ご質問に合った、A is NOT more likely than Bでは、どうなるでしょう。
これは、
A is more likely than B is likely の否定分(=is の後にnotをおく)ですね。
↓
否定文
↓
A is not more ikely than B (is likely).
元の肯定文、A is more likely than B is likely をひも解くと、
A is likely > B is likely
A とBを比べると、Aの方がありそうだ。
だから、この否定文、 A is not more likely than Bは、
AとBを比べて、Aの方がありそう、ということはない。
= AもBもおんなじくらい、あるいはAの方がなさそう。
・・・ということで、“it is more likely than not that・・・”を“it is NOT more likely than that・・・”と考えるのは、少し違うように思います。
Thus, it seems to me that there's a wide difference between "it is more likely than not that" and "it is NOT more likely than that..."
